What kind of object filmed over California? UFO? A weather balloon?

Very unusual observation.
It seems that the witness took off a little movable object in the air so commonly observed weather balloons.
Another detail in favor of the version with weather balloon, object shape, Extender dome to the top and narrowing towards the bottom like balloons and large weather balloon.

But maybe it was a UFO, although weather balloons appear in this area of the United States with no less frequency than the UFOs.
